David Maxwell

David is highly experienced in quality and change management and one of the leading proponents of partnering in construction in the U.K., driving many improvements over the past seven years. He has played a leading role in facilitating Welsh Water’s AMP2 and AMP3 capital alliance programs over the past seven years. David possesses extensive skills in providing consultancy, facilitation and training services focusing on partnering, change management, total quality management and business excellence. He is involved in all aspects and at all levels of the partnering support program in many major partnerships and alliances, running partnering start up workshops, review workshops and a range of developmental events which focus specifically on the behaviors, awareness and communication skills of all in the partnership.

David is a consultant for the MTRC partnering program which includes the Penny’s Bay (Disneyland) railway, the Tung Chung Cable Car and played a key role on the Tseung Kwan O Line rail extension (Hong Kong) that included 28 projects for railway and station work, completed 4½ months early with a savings of over £1.3 billion. Such a result demanded a very new approach to the management of the project, breaking many of the ‘sacred cows’ embedded in the organisational culture, leading people from all parties to behave differently. He has also led partnering facilitation programs for Railtrack, Thames Link 2000, Sun Microsystems, BNFL Projects and many more construction related projects. David has been a consultant to many international organisations for quality management, continuous improvement, change management and nuclear safety throughout the organisation up to the Board level, including Eastern European, Russian and Chinese power utilities.

David holds a BTech (Hons) degree in Mechanical Engineering from Brunel University and is a member of the Institution of Mechanical Engineers, a lead assessor for the EFQM Excellence Model and a behavioral analyst.
